SATTT’s police power will happen with or without adherents, advocates and supporters of Tribal police power in South and North America. I can only hope you are enthused as I am. No devil can stop this inalienable, or unalienable, right from being enforced. The lore is on our side most assuredly. The lore favors and protects us.
I have dedicated my entire professional life to make sure this happens sooner than later. I have diligently lit the torch, and have now passed it for others to follow this worthy cause even after I am gone from this illusory reality. Some believe in a “universe” but I believe in a “multiverse” from a cosmological perspective.
We cannot ever enjoy true sovereign freedom and liberty while expecting the devil to “protect us.” We must refuse to be sacrificial lambs and scapegoats while the devil unleashes experiments on mind-control and other subtle indoctrination initiatives which appear hardly suspicious. Example, the “news” that anchors mouth off, and all these talk-shows that want to assure you they are reflecting and expressing issues of current affairs including America’s “foreign policy” machinations. I suppose that defines fake news. Some say it is a dumbing down, but we, the steeple, are to be squarely blamed for failing to better ourselves through FREE EDUCATIONavailable in FREE LIBRARIES all over the world.
When an irresistible force meets an immovable object, all conundrums, mysteries, riddles and enigmas end when the devil tries to stop SATTT’s police power.

A. DEFINITION OF POLICE POWER:
“The inherent power of a government to exercise reasonable control over persons and property within its jurisdiction in the interest of the general security, health, safety, morals, and welfare except where legally prohibited.”
“The inherent power of a government,” in the above definition applies to a tribal government as practiced since time immemorial, for example, under the lore of the land as established by ancient codes of conduct and behavior; and in Indian Country USA, of recent date, through 25 United States Code § 1301, a U.S. federal law bestowing self-government powers to tribal governments in Indian Country America.
In Australia, the power to establish police power is enshrined in the 1836 Letters Patent when the British arrived on its shores looking for a suitable penal colony, but driven by a desire to take free land (and fertile soil), engage in commerce and trade with the sole motive of reaping untold wealth to the detriment of the health of the Indigenous People. The 1836 Letters Patent were issued because the Crown recognized and validated police power of a sovereign People by virtue of their occupation and ownership of their ancestral lands. But, the Indigenous Peoples of Australia failed to take advantage of a firm commitment to make a difference as a parallel government.
In Aotearoa, the 1835 Declaration of Independence reinforces and validates the inherent power and authority of the Indigenous Peoples to establish police power – see Section 2 and Section 3 of the said Declaration which spawned the 1840 Te Tiriti o Waitangi (Treaty of Waitangi). Again, the Maoris, as in the case of their distant cousins in Australia, were slow to realize the magnitude of their vast and expansive power and authority to call the shots – pun intended.
Self-government means a government that is set up with three or more organs of state (executive, legislature and judiciary, agencies and departments not limited in any measure or sense to a police force, a standing army, a central bank, issuance of legal tender (money), issuance of international passports, power to enter into treaties with other nation states around the world.
Tribal governments have their own sovereign jurisdiction as defined in 18 United States Code § 1151 (Indian Country defined), also a U.S. federal law. Although this piece of legislation is very pro-American Indian, the state and federal courts are yet to grapple with a real challenge by a tribal government as to whether inherent rights to Indian Country can be lawfully and legitimately enforced. I believe the absence of a tribal police force will always be a thorn on the side of every tribal, and non-tribal, government all over the world.
Tribal governments, sadly and unfortunately, have failed to grasp this essence, crux, core and DNA of inherent sovereignty – the establishment of police power.
Enrolled Tribal Members enjoy sovereign immunity from lawsuits under 25 United States Code § 450n, another U.S. federal law. This simply means, no municipal, state or federal government can force a criminal charge nor file civil charges
upon a Native American regardless of the severity of the offence or tort. Most Native Americans and enrolled tribal members fail to grasp this. They insist on breaking the law by showing up in a nontribal police station or court to the great salivating pleasure of the non-tribal government because you not only broke the law, but gave a non-tribal government jurisdiction. When you eat in KFC, you don’t go and pay the bill in McDonalds.
The United Nations Declaration on the Rights of Indigenous Peoples, 2007, (UNDRIP) clearly spells out the Indigenous Peoples right to police power, among other things. It is a great read. Tribal governments must pass legislation to adopt the UNDRIP in toto.
B. INTRODUCTION:
The safety, security, well-being and advancement of a truly genuine, acknowledged, recognized and validated sovereign is governed by the existence of police power. It is the hallmark of total sovereignty, not quasi-sovereignty although governments may say Indigenous Peoples are “wards of the State.” I will be hard-pressed to research which Indigenous Peoples in this world requested government protection. This “protection” was simply ramrodded in place and shoved down the throats of an unsuspecting People who have occupied, possessed and stewarded the land and soil very long before the discovery of environmental, ecological and other mentally deficient sciences. The settler state in now lamentable referred to as a land-grabbing and land-hungry settler state.
C. WHY POLICE POWER:
If freedom and liberty, from a government’s point of view, means anything, it means this: a denizen, citizen, domicile or resident of any particular tribal jurisdiction, when proper identification is made by an nontribal or tribal police officer, must be free to make choices within reasonable limits of accepted conduct and behavior especially if that denizen, citizen, domicile or resident belongs to a tribal government and its jurisdiction. This is the key to understanding where and how tribal governments power and authority derive from.
D. HOW POLICE POWER OPERATES:
Freedom and liberty for the governed need not necessarily be assured by an “elected government” as understood in the ordinary sense of the phrase. Anthropologists and historians have chronicled the existence of ancient and primitive societies where the panchayat system of dispensing justice was strictly followed. The panchayat was simply a groupthink sort of a gathering of tribal or village Elders where the charges against the accused person or persons were mentioned in the presence of the public so gathered. If the proof and evidence was unstable, contradictory or improbable, the accused is set free. If the charges can be proven, the accused faces punishment usually in the form of banishment.
E. CAN YOU TRUST GOVERNMENT WITH POLICE POWER:
To give you more than a glimpse of how the American government began with law enforcement as a federal powerhouse, you have to be knowledgeable about the early years of the F.B.I. (Federal Bureau of Investigation) as advanced and promoted by the likes of J Edgar Hoover and others in government when virtually everyone was under surveillance for suspected communist activities or subversion. In the 1930s, 1940, 1950s, 1960s and beyond, one could not express an anti-establishment view through speech or printed form. This was the grundnorm of a “free and liberated” people. At least, that’s what our government propaganda was busy dishing out to the rest of the world while suffocating the American people with a “detective in every closet and a spy behind every stump.”.
Anyone who was someone was under suspicion and subject to surveillance usually through telephone wire-tapping and physical snooping. One of the critics of J Edgar Hoover, an industrialist, said this:
“I always worry when I see a nation feel that is coming to greatness through the activities of its policemen.”
J Edgar Hoover, himself, had this to say about his FBI parameters and operations:
“We are a fact gathering organization only. We don’t’ clear anybody. We don’t condemn anybody. Just the minute the FBI begins making recommendations on what should be done with its information, it becomes a Gestapo.” (JEH, July 14, 1955, mentioned in OFFICIAL AND CONFIDENTIAL – The Secret Life of J Edgar Hoover, by Anthony Summers, p. 151).
William Casey, CIA Director contributed this eulogy:
“J Edgar Hoover had shown his total incompetence for sophisticated wartime intelligence early on. His handling of the Popov Affair” might well have been a tip-off for his future legendary secretiveness and over-simplified way of thinking.” (mentioned in OFFICIAL AND CONFIDENTIAL – The Secret Life of J Edgar Hoover, by Anthony Summers, p. 130).
By the way, Dusko Popov, a double agent, was the one who warned Washington D.C. that the Japanese were ready to launch a large and sustained airstrike in Pearl Harbor, Hawaii. Hoover dismissed this as a wild rumor. History, psychiatry and geography prove otherwise.
A wartime British Intelligence official in the U.S., 1990, A.M. Ross-Smith said that “Hoover was a megalomaniac, an egomaniac, and a prude of the first order. He was a thorn in our side.” (mentioned in OFFICIAL AND CONFIDENTIAL – The Secret Life of J Edgar Hoover, by Anthony Summers, p. 117).
The legacy that Hoover bequeathed to America still survives with some sophisticated moves, measures and machinations.
Do you want people like these enforcing the law through their misguided blindly loyal minions operating as a government agency? The F.B.I. today is a totally sophisticated spymaster when anyone – you, me, he, she, they, them - can become a “person of interest.”
There are, literally, thousands of incidents, anecdotes, illustrations and examples of government overreach by over-zealous civil servants using their unbridled power per courtesy of the federal government. This “freedom of speech” excrement we are fed through the First Amendment, entombed in the U.S. Bill of Rights, only exists on paper. In reality, for example, you do not have the right to shout “FIRE” in a crowded theatre or cinema even if there was no fire to cause a panic-stricken dash to the exit doors. And some old judge also said that if what you said, or printed, creates a “clear and present danger,” then the First Amendment offers no immunity from suit.
You want to split hairs, let’s do it in the case of the person who shouted “FIRE” in a crowded theatre or cinema when there was no fire:
a. what qualified this person to purchase an entry ticket? Money? Must be. Any strings attached?
b. did the ticket seller request a psychological profile or report from the ticket buyer?
c. is the ticket seller instructed to sell tickets to all and sundry?
d. did the ticket seller know, or is he/she trained to discover the intent of a ticket purchaser? He or she could be carrying a loaded gun or a bomb !!
e. so, you give jurisdiction to any (potential) nut case or anyone who has money to purchase a ticket and enter your premises, and thereafter have that shouter arrested for creating a panic when he or she shouted “FIRE.”
f. Did the ticket seller warn ticket purchasers the do’s and don’ts when inside the theatre or cinema? Were there placards and signages?
g. if your First Amendment rights are surrendered the moment you purchase a ticket to enter a theatre or a cinema, what about your other rights like freedom of expression, or freedom to pray loudly when a particular movie or play scene is suggestive of worship and prayer?
h. do you automatically surrender all your rights as expounded in the U.S. Bill of Rights the moment you enter someone’s jurisdiction?
When you eviscerate the First Amendment it leads to total absurdity. In short, you have NO rights to write home about. It’s all a smokescreen to make you feel fearful and yet safe.
F. DO THE PEOPLE HAVE A RIGHT TO ESTABLISH THEIR VERY OWN POLICE POWER:
1. In Indian Country America, the Preamble to the U.S. Constitution offers WE, THE PEOPLE, an unequivocal right to establish police power NOT necessarily through elected representatives in the Congress. Read the Preamble carefully. Some learned fools of the rules of the law may say the Preamble is not part of the Constitution !!!
Preamble to the U.S. Constitution: WE THE PEOPLE OF THE UNITED STATES, IN ORDER TO FORM A MORE PERFECT UNION, ESTABLISH JUSTICE, INSURE DOMESTIC TRANQUILITY, PROVIDE FOR THE COMMON DEFENSE, PROMOTE GENERAL WELFARE, AND SECURE THE BLESSINGS OF LIBERTY TO OURSELVES AND OUR POSTERITY, DO ORDAIN AND ESTABLISH THIS CONSTITUTION FOR THE UNITED STATES OF AMERICA.
A wide or narrow reading of the Preamble renders “government” unnecessary and an exercise in futility because there is NO mention of an elected or selected government, per se. I am not suggesting anything close to anarchy if the Preamble has to be read through the lens of true freedom and with the spectacles of liberty.
The Preamble’s granting of people power appears in a very straightforward pith, pitch, form, substance and meaning when you consider Thomas Jefferson’s admonition, warning and caution in his famous Declaration of Independence where he says, among other things, that “ . . . " to secure these rights, Governments are instituted among Men, deriving their just powers from the consent of the governed, That whenever any Form of Government becomes destructive of these ends, it is the Right of the People to alter or to abolish it, and to institute new Government, laying its foundation on such principles and organizing its powers in such form, as to them shall seem most likely to effect their Safety and Happiness. . .” (emphasis added)
The “Right of the People” in this context cannot be over-emphasized or explained and interpreted because it is plain as the nose on my face. Notice that Jefferson does not prescribe the proper method to alter or abolish an oppressive government. This is where WE THE PEOPLE takes on a formidably unique and major role as the conscience and voice of a nation ready to step into ppace and place of a corrupt arrogant government running amok with self-inflicted wounds from over-legislating every damned thing under the sky.
2. The Second Amendment is very clear on this subject of an armed citizenry (militia). But beware of Article 1, Clauses 15 and 16, U.S. Constituion:
Clause 15. The Congress shall have Power * To provide for calling forth the Militia to execute the Laws of the Union, suppress Insurrections and repel Invasions.
Clause 16. The Congress shall have Power * To provide for organizing, arming, and disciplining, the Militia, and for governing such Part of them as may be employed in the Service of the United States, reserving to the States respectively, the Appointment of the Officers, and the Authority of training the Militia according to the discipline prescribed by Congress.
DO WE WANT GOVERNMENT TELLING US FREE AND INDEPENDENT PEOPLE HOW AND WHAT TO DO AND WHEN TO DO SO WITH THE DEVIL ON OUR SHOULDERS ??
G. WHAT NEEDS TO BE DONE TO ESTABLISH POLICE POWER AS ORDAINED AND ESTABLISHED BY WE THE PEOPLE:
1. Wait for funding from overseas sources. This could be frustratingly tedious because the receiving and corresponding cabal-controlled “banks” will kick up a furor with money-laundering charges as icing on the cake. I will be spending millions of fiat dollars fighting the snakes, in vain, trying to defang them.
2. Wait for my Class A Banking License which could take another year or longer until the full US$75 million is paid up. I am about US$6.5 million short of paying the full amount which I have being paying for faithfully since 2010 through PPP payouts from my other Programs. I will never ever have any regrets spending this quantum of “money” to enjoy this crucially vital and supremely powerful document. NO MORE CABAL-CONTROLLED furors for sure. As well-laid Plans are already in place.
3. Employ a self-starter program where adherents and advocates of true freedom and liberty volunteer their effort in setting up a Class A Police Force by contacting, discussing and agreeing to form a nation-wide tribal police force on Indian Country land and soil which is literally every square centimeter of land and soil in continental America – read 18 United States Code § 1151 to see the lawful and legitimate power of Indian Country. You have to start from a neighborhood, community, local, regional and national level and progress onward, forward and upward. You will be compensated for sure. Remember, your ancestors used anything and everything from pitchforks to ploughshares to chase King George III off Indian Country America.
4. There are militias already formed, ready, willing an able BUT these militias are in the employ of state governments !!! You should not start a dialogue with these people at all. Stay away and start at the grassroots level.
5. Those helping SATTT and NALJC must be careful how we encourage and motivate willing and volunteering Participants from age eighteen and above provided we can use their skills whether physical or intellectual. When you ask for resumes, the call-sign becomes salary, perks and benefits. We are not ready for this as yet.
So, ask one simple question when requesting their profile: WHY DO YOU WANT TO BECOME A TRIBAL POLICE OFFICER (answer in less than 50 words).
That is all the resume you will want. Background checks can come later when we have the local means to spend “money” prayerfully through increased numbers of Participants in the $65 a month Program.
Let’s do this as this is our last chance at gaining and enjoying freedom and liberty without the devil on our shoulders.
Once the funding comes in, we can start organizing every conceivable facility, amenity or requirement from uniforms to living quarters, schools and hospitals FREE OF CHARGE with FULL PAY.
